The 'oranges' who are among the bad guys in the alternative history stories also belong to them.
Below that, here on earth, there are axes that exist now or are developing – there is Putin's axis, China, Iran, there is Qatar and there is Trump whose friends are not yet clear if he is independent, some see him as Putin's puppet or a monkey of several axes. There's the old Biden-EU arrangement, but it's clearly in retreat now. There is someone who aspires to a high position in the emerging world order and that is Netanyahu, who is undoubtedly in contact with dark aliens. Everyone believes it. He will sell Israel to the highest bidder in order to be at the head of the minds of the world order even. He is smarter than Trump who has also already sold America, probably to Putin.
As for the connection of all this with external authorities, there is a current assumption that the cosmic order, both of the Federation and the Lords Farm, is aware of what is happening and accepts what is happening on Earth and will even accept a settlement on Mars, as long as the Adamites do not harm the interests in the outer space of the solar system, and in the meantime they are not there yet. And this is contrary to what was once thought, that the aliens will not allow the Adamites to develop outside the borders of the planet.
On the other hand, there is another assumption, expressed by חפא in his last two years: the earth is overseen and would always be overseen, but the process that began when he was still here should be seen as a gradual reduction of this oversight. חפא didn't even rule out the possibility that the 'lords' farms' are going to be sold, and what we are experiencing now expresses the transfer of the earth into other hands and in this process we will see a lot of dark aliens, worldwide insanity, and possibly human annihilation.
חפא's opinion was that any plan for human dilution, if it exists, is the work of human beings. Some outsiders are interested in human productivity like the "masters of the farms", they care less about how many people will perform it. In various discussions, also on the blog, the possibility of a human-extraterrestrial war was expressed, so I am one of those who doubt that it will happen because the world has long been sold to extraterrestrials (and not the good ones, like חפא's guys). What is possible is that Elon Musk and friends plan for themselves some kind of transition to another world, a kind of Noah's ark of the rich, when the earth loses the rest of its usefulness, and there they may continue as the shawishes they are, to serve the masters, it is not clear what service, perhaps managing new human farms, whether those masters want to continue producing humans, or will teach them how to use artificial intelligence. Because perhaps the intelligence of the old masters is already obsolete, and they always renewed it with the help of 'young blood' embroidery.
It is not impossible that along the way, in the years that remain, they will tell us stories of the war of the worlds, and everything will seem like an on-steroids version of the Corona story, so that we do not interfere with their plans, whatever they may be.
