C said that the brain capacity of most of the Earth's humans is not yet built to connect directly to the galaxy's high-speed telepathinet devices, and therefore the Earth needs special connections to the Federation's central server, and building these connections was the first task assigned by C to the group from the moment he took on the role of managing the Earth's terrestrial species connection program to the galactic network (a project that from the point of view of most galactic network dwellers, seemed the same as for us seem the idea of ​​connecting jellyfish to the regular internet and teaching them to surf it).
